SYNOPSIS

The process of rolling stock approval for operation in Malaysia is governed by the Land Public Transport Act 2010 (Act 715), which regulates all land public transport activities, including railway operations. The approval process is primarily handled by the Land Public Transport Agency (Agensi Pengangkutan Awam Darat - APAD) under the Ministry of Transport.

Before any rolling stock (such as locomotives, passenger coaches, multiple units, or freight wagons) can be used in Malaysia, the railway operator or manufacturer must apply for Approval from APAD.

The rolling stock approval process in Malaysia under the Land Public Transport Act 2010 is a comprehensive and multi-stage procedure to ensure safety, reliability, and regulatory compliance before any train can be operated. This process helps maintain a safe and efficient railway network in Malaysia.

Ts. Ezri Ezani Bin Abu

Ts. Ezri Ezani Bin Abu is a Professional Technologist specializing in Electrical & Electronics Engineering, with extensive experience in railway systems, project management, and regulatory compliance. He is currently the Principal Assistant Director at the Land Public Transport Agency (APAD), where he plays a key role in evaluating railway projects, overseeing system integration, and ensuring regulatory compliance under the Land Public Transport Act 2010.

Previously, he served as the Deputy Manager at SPAD and Technical Senior Manager at KTMB, contributing to major railway projects such as MRT, LRT3, Klang Valley Double Track, and the KL-SG High-Speed Rail. His expertise includes railway electrification, safety audits, system testing, and final inspections before railway operations commence.

Ts. Ezri is also an appointed expert and panelist for various local and international transport forums, including Asia Pacific Rail and the Institute of Engineers Malaysia (IEM). He has received several accolades, including the Ministry of Transport’s Best Employee Award in 2021. Additionally, he serves as an Adjunct Lecturer at Universiti Teknologi PETRONAS (UTP), sharing his industry insights with future engineers.
