SYNOPSIS
Agricultural activities on the hill slopes of Penang Island, Malaysia, have evolved from traditional, low-impact methods to more intensive practices driven by urbanization and market demands, particularly for durian cultivation. However, the rapid expansion of these activities has led to significant environmental disturbances, including deforestation, earthworks, and alterations to natural terrains, escalating the risk of landslides.
To address these challenges, the Penang State Government and Local Authorities, including the City Council of Penang Island (MBPP), introduced the Penang Safety Guideline for Hill Site Agriculture 2021. This regulatory framework seeks to mitigate risks and ensure sustainable hill site agricultural practices.

Ts. Kathireen Kalaivani Rajamanickam is a Civil Engineer with the City Council of Penang Island (Majlis Bandaraya Pulau Pinang - MBPP), where she plays a pivotal role in urban hill site development and environmental initiatives. Her work is focused on advocating for stringent environmental guidelines, particularly in hill site developments, and devising strategies that balance sustainable land use with economic growth.
An alumna of University Technology Malaysia (UTM) with over 12 years of professional experience, Ts. Kathireen KR specializes in geotechnical and environmental engineering. As an active member of the IEM Northern Chapter Geotech Subcommittee, she makes a substantial contribution to the advancement of sustainable engineering practices across Malaysia.
