This topic will look into the provisions within construction contracts pertaining to commencement dates and site possession. The conditions governing site possession and commencement dates, shedding light on potential repercussions in the event of delays in granting site possession also will be discussed.

Sr Ts MASNIZAN CHE MAT MRISM, MIVMM, MBOT, MAFM
Sr Ts Masnizan Che Mat is currently an Executive Director at the quantity surveying consulting firm, MCM Associates Sdn Bhd and also an Executive Director at Orbital Space (M) Sdn Bhd, a project management consulting company for satellite technology, energy management and digital applications. He is a Consultant Quantity Surveyor registered with the Board of Quantity Surveyors Malaysia (BQSM), Registered Member of Institute of Value Management Malaysia (IVMM), Royal Institution of Surveyors Malaysia (RISM) and Malaysian Association of Facility Management ( MAFM). Previously Sr Masnizan was a former Associate Professor in Quantity Surveying at UNIMAS and Senior Lecturer at the Center of Studies for Quantity Surveying, College of Built Environment Studies, UiTM. Experienced in the field of project management and quantity surveying where he is currently a consultant for road construction projects, flood mitigation, mosques, commercial building construction and also housing in Malaysia as well as a specialist consultant for claims for infrastructure projects in the Republic of Indonesia such as JABODEBEK LRT in Jakarta , MRT Jakarta,LRT Palembang and Muara Tawar Steam Turbine Building Block, Jakarta under PT ADKON Indonesia (Claim Consultant). Apart from that, he is also active in the field of contractor competency training together with the Construction Industry Development Board (CIDB) and CIDB Holdings to develop training modules for the field of Facility Management Level 4 (FM Executive) and Level 5 (FM Manager), panel assessor for the Skills Development Department (JPK), Certified Trainers for Malaysian Civil Engineering Standard Method Measurement 2 and also actively involved in professional development training programs for contractors and government agencies and statutory bodies. He has been actively involved in contractor training programs in the Republic of Indonesia since 2011 under the School of Quantity Surveying Indonesia (SQSI) until now in the fields of quantity surveying, contract administration (FIDIC Form of Contract) and claim management for Ministry of Public Works and People Housing (PUPR) Republic of Indonesia, PT Waskita Karya (Persero), PT Wijaya Karya and few mining companies under Mining Industries Indonesia (MIND ID). In addition to his daily duties as a quantity surveying consultant, he is also involved in teaching at the master's degree level at UiTM for the Msc in Integrated Construction Project Management for the subject Integrated Simulation Project 2 (International Project). While at UiTM, he was appointed as the Deputy Director (Commercial) of the PFI (Private Finance Initiative) Unit, Development Office, UiTM to handle UiTM's PFI (New Campuses Development) projects throughout the country.
