SYNOPSIS

The Defence White Paper (DWP) is an open document on national defence policy that was approved in Parliament on 2 December 2019. This document plans the direction of national defence for a period of 10 years starting from 2021 until 2030, which includes the 12th Malaysia Plan (RMKe-12) and the 13th Malaysia Plan 13th (RMKe-13)

As Malaysia's first DWP, this paper explains the government's stance on national defence, presents a strategic perspective affecting national security and outlines a National Defence Framework to ensure Malaysia remains safe, sovereign and prosperous.

In line with the approach that defence is a shared responsibility, DWP has been developed using a whole-of-government and whole-of-society approach. Engagement sessions were held with all ministries and Government agencies including voices from all walks of life, Non-Governmental Organizations (NGOs), Defence Industry players, MAF Veterans and academics as well as several strategic partner countries.

The DWP is proof of the government's commitment to strengthen the country's defence and resilience to protect the country's interests and defend sovereignty and territorial integrity.


BIODATA OF SPEAKER

Mr. Sahipulhijaiman bin Sulaiman began his career as an Administrative and Diplomatic Officer in the Training Division of the Ministry of Human Resources on 27 May 2002. Born on 6 April 1972, he graduated with a Master's degree in Strategic and Defence Studies from the University of Malaya in 2013. He has extensive experience in policy and strategic planning, dating back to 2004 when he served as the Assistant Director in the Policy and Monitoring Division of the Road Safety Department, Ministry of Transport Malaysia. Mr. Sahipul joined the Ministry of Defence on 15 July 2013 as the Principal Assistant Secretary in the Policy and Strategic Planning Division. Currently, he holds the position of Deputy Undersecretary of the Policy and International Relations Branch within the Policy and Strategic Planning Division, a role he has held since 25 May 2017.
